The Biosecurity (National Bovine Tuberculosis Pest Management Strategy) Order 1998 is the legislation that underpins the NPMS. Under this Order, and the Biosecurity Act 1993, the AHB was appointed to manage and implement the NPMS, and is provided with the necessary legal powers.

Biosecurity Act 1993 

The purpose of the Biosecurity Act 1993 is to enable New Zealand to exclude, eradicate or effectively manage pests and unwanted organisms already in the country.  The Act has two major components:
• Prevention of the introduction of unwanted organisms not already established in New Zealand, i.e. border control;
• Management of unwanted organisms established in New Zealand through the development of pest management strategies.

Biosecurity (Animal Identification Systems) Regulations 1999

These regulations require the use of identification systems for cattle and deer.  The use of these identification systems is required for the purposes of the National Bovine Tuberculosis Pest Management Strategy.  The regulations also set out the circumstances in which the approval of an identification system can be suspended or revoked and the process involved.

Biosecurity (Bovine Tuberculosis-Cattle Slaughter Levy) Order 1998

This order imposes a levy on adult cattle slaughtered in licensed premises, and is used for disease control relating to cattle, vector control, and payment of common costs.

Biosecurity (Bovine Tuberculosis-Otago Land Levy) Order 1998

This order imposes a levy on rural land in the Otago region, and is used to partly fund bovine tuberculosis vector control operations in Otago.

Biosecurity (Deer and Other Testing Costs) Regulations 1998

These regulations provide for the recovery of costs relating to the testing of animals for bovine tuberculosis.
